Flowers Campaign Engages FBI to Investigate False Robocalls

The Flowers campaign has engaged the Federal Bureau of Investigation (FBI) to investigate a series of complaints by Delaware voters regarding a robocall operation that contacts voters numerous times on a daily basis, claiming to be from the Flowers for Treasurer campaign. Due to the sensitive and criminal nature of the activities involved, our campaign will not issue any further statements relating to the matter. To date, since September 14, 2010, our campaign has issued only one robocall (on October 21, 2010) that should have been received one time per household during the hours of 3pm- 5pm (we do not robocall outside of these hours).

Official Response to False Negative Mailing & Radio Ads by Opponent

Below is the official response to a false, negative mailing issued against Chip Flowers, Democratic candidate for State Treasurer by Colin Bonini, our incumbent state senator opponent.

“In response to a decline in his poll numbers, we are disappointed that our opponent, Colin Bonini, has dodged candidate forums and issued a series of false and negative mailings and radio ads against Chip Flowers, Democratic candidate for State Treasurer. Mr. Bonini falsely asserts that clients of Mr. Flowers’ successful small business may conflict with the current operations of the state treasurer’s office. Unlike Mr. Bonini, Mr. Flowers is not a government official and has no conflict of interest issues at this time. Upon election, Mr. Flowers will have no management role in the daily operation of his successful small business and in accordance with the Rules of Professional Responsilibity of the Supreme Court of the State of Delaware, no client of the law firm will have a contract with the state treasurer’s office. We kindly encourage Mr. Bonini to cease issuing falsehoods and negative mailings and issue his plan to help move our economy forward. The people of Delaware deserve solutions, not slander.”

Bloomberg, business leader and New York City Mayor, endorses Flowers

Wilmington, Delaware (October 18, 2010) – New York City Mayor Michael Bloomberg has endorsed Chip Flowers, Democratic candidate for Delaware state treasurer.

Bloomberg, an independent who has endorsed candidates from both political parties throughout the current election cycle, is endorsing Flowers because of the centrist economic policies set forth in his plan, “The Flowers Framework for Restoring Prosperity,” and commitment to revamping the state treasurer’s office to focus on fiscal responsibility, economic growth, effective government, innovation and restoring prosperity to the people of the state of Delaware.

In announcing the endorsement and citing the need to promote the next generation of public leaders, Bloomberg said, “It is my privilege to endorse Chip Flowers as Delaware’s next state treasurer. Chip’s creative plan, along with his impeccable academic credentials and success in the business community, will make him a strong asset to Delaware. I look forward to working with Chip over the coming years and developing a strong working relationship between our city and the Delaware’s treasurer’s office in moving our economy forward.”

Following the precedent set by Mayor Bloomberg in New York City, if legally permissible under Delaware law, Flowers has pledged to accept a $1 in salary for the first year of his term to assist Delaware in its cost-cutting measures. “As shown by Mayor Bloomberg, those individuals with the personal means to forgo a state salary in this difficult economic climate should consider returning the money to the people,” Flowers said.

Bloomberg, in his third term as mayor of New York City, is the founder and principal owner of Bloomberg L.P., a financial news and information services media company. A lifelong Democrat before seeking elective office, Bloomberg switched his registration in 2001 and ran for mayor as a Republican, winning the election that year and a second term in 2005. He left the Republican Party in 2007 and is currently an independent, earning the support and respect of voters across the political spectrum.

Flowers, founder and managing director of The Flowers Counsel Group, LLC, a law firm that advises Fortune 500 companies on procurement issues and acquisitions, previously worked in the White House Office of Political Affairs under President Bill Clinton and was a Delaware delegate to the 2004 Democratic National Convention. “It’s time for a bold plan that promotes growth and economic prosperity,” Flowers said, emphasizing a theme that has resonated with voters throughout his campaign.

Official Statement on Opponent’s Negative “Push Poll”

Official statement from the Flowers for Treasurer Campaign on negative “push-poll” conducted by the Bonini campaign:

“Unfortunately, our opponent, Colin Bonini, has decided to respond to our strong poll numbers with negativity and irrelevancy. Mr. Bonini’s campaign, taking the political low road, is conducting a typical “push poll,” a handful of legitimate questions followed by a couple of questions designed to mislead potential voters.

One question attempts to link Chip Flowers, Democratic nominee for state treasurer, to the state’s purchase of two golf courses several years ago. It’s a bogus question, as Mr. Flowers was not associated with state government at the time of the purchase; however, Mr. Bonini was — as a state Senator — but he did nothing to prevent the purchase he now complains about.

The other question asks whether Mr. Flowers’ preferences in clothing and vacation spots would impact his support among voters. Asking such a question demonstrates how out of touch Mr. Bonini is with Delaware citizens. While Mr. Bonini worries about clothing labels, Mr. Flowers aims to strengthen our state’s economy, improve the return on the state’s investments and help create jobs for people who need them. While we recognize Mr. Bonini does not have the necessary credentials in the key areas of business, finance or economics, Mr. Flowers believes that Delawareans want a qualified treasurer who will do more to earn his pay — a treasurer who will work positively to strengthen the state’s economic condition, a treasurer who will work to bring jobs to the state and to be an advocate for our small businesses.”

Flowers Picks Up Two More Endorsements

In another big week for the Flowers for Treasurer Campaign, Delaware Democratic State Treasurer Candidate Chip Flowers received the endorsement from members of the 29th Representative District (Smyrna, Cheswold, Hartly and Kenton).  Also, Flowers recently earned the support of the 26th Representative District (Newark and Bear).

Flowers Campaign Implements Security Measures

Wilmington, Del. – On August 27, the Flowers for Treasurer Campaign implemented a variety of state-of-the-art security measures aimed at preventing negative campaign tactics and designed to capture those individuals seeking to tamper with the primary process.  While many of the security measures implemented are confidential, the Flowers campaign is disclosing certain measures to the public to increase awareness.

First, authorized representatives of the Flowers campaign will only communicate to Delaware voters by telephone during the hours of 9:30am – 6:30pm (Monday – Saturday).  The campaign will not call from a “BLOCKED” or “UNLISTED” telephone number and the campaign maintains a daily rotating log of approved telephone numbers used by our team to communicate with voters.  If you receive a call (i) outside the hours listed above or (ii) from a “BLOCKED” or “UNLISTED” telephone number, please call (302) 656-7360 and our campaign will assist you in gathering the necessary information for the appropriate federal and state authorities.

Second, in preparation for false attack advertisements and/or mailings to potential primary voters, in addition to other confidential measures, the Flowers campaign has authorized the use of “rapid response” robocalls, emails and text messaging to a significant number of Delaware voters (that can be initiated within minutes) to dispel false and inaccurate information.  The Flowers campaign has authorized this rapid response activity to occur, if necessary, up to (and through) Election Day.

Finally, the Flowers campaign has created a special task force designed to monitor campaign activities leading up to the primary election on September 14.  If you believe that you have been a victim of a false communication or other negative campaign tactic, please contact (302) 656-7360 and a member of the special task force will reach out to you and provide you with guidance.
