Wilmington, Del. – On August 23, 2010, the Progressive Democrats of Delaware informed the Flowers campaign that the organization’s endorsement committee “made the difficult decision to defer to Delaware’s Democratic voters to choose on September 14th which candidate they wish to run in the General Election”.  We commend the Progressive Democrats of Delaware for joining other Democratic organizations and officials in leaving the decision to choose the Democratic nominee for State Treasurer to the People of the State of Delaware on Election Day.

Wilmington, Del – Chip Flowers, Democratic candidate for State Treasurer, will debate his opponent in the upcoming Democratic primary, Velda Jones-Potter, on Monday, Aug. 16, at 6 p.m. on radio station WDEL-AM (1150, wdel.com and 93-7 HD-3). The one-hour debate will be moderated by WDEL news anchor Allan Loudell.

“We encourage all Democrats — and all voters — to listen to this debate and hear first-hand the fresh ideas for the state treasurer’s office offered by Chip Flowers under his Restoring Prosperity Plan,” said Dustin Parker, campaign manager of the Flowers for Treasurer campaign.

Flowers previously worked in the White House Office of Political Affairs under President Bill Clinton. He was a Delaware delegate to the 2004 Democratic National Convention. Flowers majored in economics at the University of Pennsylvania and received his law degree and a Masters in Business Administration from Georgetown University. The Flowers for Treasurer campaign issued the following statement in response to the resolution approved by the twenty (20) members of the Executive Committee of the Delaware Democratic Party on July 14, 2010, endorsing the appointed incumbent.

As expected, the small group of 20 members comprising the Executive Committee of the Delaware Democratic Party has decided to bypass the ballot box and endorse the appointed incumbent who has never received a single vote from the People of Delaware. While we respect our party leadership, this same group of individuals endorsed Gov. Markell’s opponent in his campaign two years ago and has unfortunately chosen to endorse in another highly contested race as evidenced by polls. We are confident that, on September 14, thousands of Democratic voters across the state will demonstrate that the power of ideas is indisputably stronger than the power of insider endorsements.

Now that our opponent has received some endorsements as the appointed incumbent, we sincerely hope that she now has time to schedule public debates to discuss the important economic issues facing so many Delaware families. The People of Delaware deserve more than a list of insider endorsements – they deserve a plan that will restore prosperity.

Flowers Launches Delaware Economic Index

Summary Provides Key Economic Data in Easy-to-Understand Format

Chip Flowers, Democratic candidate for State Treasurer, today issued his first “Delaware Economic Index,” a sample of the user-friendly information he intends to provide Delawareans if he wins election in November.

The four-page report includes statistics and commentary on unemployment, housing, consumer confidence, interest rates, state spending and private sector business activity in Delaware. The data was compiled from a combination of federal, state and private sources. The “Delaware Economic Index” exemplifies the financial early warning system the candidate proposed in the Flowers Framework for Restoring Prosperity, his campaign plan for strengthening the State Treasurer’s office.

The index rates Delaware’s economy as “weak,” Flowers said, because unemployment remains high (8.8 percent statewide), federal stimulus funds allocated for the state are declining and the state’s gross domestic product (GDP) is expected to remain flat for the remainder of the year.

“Reports like the Delaware Economic Index will benefit all Delawareans by giving them quick access to easy-to-understand information about the economic activity that affects their daily lives. The Delaware Economic Index should also serve as a valuable resource to officials at all levels of government as they factor economic considerations into their policy decisions,” Flowers said. If elected, Flowers said he would issue Delaware Economic Index reports like this one on a monthly basis.

“The Delaware Economic Index is an example of how the state treasurer can deliver additional services to all Delawareans without adding to the cost of government,” Flowers said.

While releasing his first Delaware Economic Index report, Flowers called upon his opponent in the Sept. 14 Democratic primary, Velda Jones-Potter, to agree to a pre-election moratorium on using her name and photos in official emails and advertisements directed toward state employees. “One of the advantages of incumbency is that it gives a candidate the opportunity to run on his or her record,” Flowers said. “But incumbents should avoid the temptation to engage in self-promotion through communications in furtherance of valid state programs, such as deferred compensation for state employees, that had been in operation long before they assumed office.”

Flowers, a Wilmington attorney who lives in Middletown, is founder and managing member of the Flowers Counsel Group, LLC, which advises major businesses on contractual agreements for major purchases and mergers and acquisitions. Candidate Renews Call for Debates in Race for State Treasurer

In light of today’s news that job losses across the nation are rising and the economy is showing signs of weakening, Chip Flowers, Democratic candidate for State Treasurer, says his agenda for the office, “The Flowers Framework for Restoring Prosperity,” will benefit middle-class Delawareans by creating jobs, promoting economic growth and streamlining finance-related operations throughout state government.

The Flowers Framework contains 18 specific ideas to assist Delaware in competing in today’s 21st century global economy. It emphasizes four core themes: fiscal responsibility, economic growth and stimulating businesses, planning and forecasting and revamping the state’s financial agencies.

Key proposals under the Flowers Framework include implementing a State Financial Warning System to serve as an indicator to state agencies to initiate cost-cutting measures at the start of an economic downturn to generate immediate cost savings and creating the “Hometown” and “Excellence in Delaware” Tax Credits to combat the increasing number of Delaware graduates seeking employment outside the state and to attract the best and brightest talent to the First State. The plan would also create the Delaware investment fund to invest and loan public and private funds in an objective and fair manner to businesses in alignment with the state’s economic policies and revamp the state treasurer’s office to ensure fiscal responsibility while fostering and promoting economic growth and job creation.

“These proposals, like others in the Framework, will benefit middle-income Delawareans by creating new jobs, strengthening small businesses, improving economic forecasting and streamlining some state government operations,” said Chip Flowers, candidate for Delaware State Treasurer (https://www.chipflowers.com/).  “While we are confident that state investments in Sallie Mae and other key corporations will have a long-term impact on job growth, I believe that the state treasurer’s office can be instrumental in developing solutions that will reverse the tide of job losses in the near future.”

“On the same day that it was announced that job losses are on the rise and Delaware families continue to face economic hardship, our opponent, the appointed incumbent, decided to issue a news release recycling the announcement of a four month old endorsement of her candidacy,” campaign manager Dustin Parker said. “It is time that our opponent realize that this campaign is about ideas about improving our state’s economy and joining the efforts of Governor Markell and Secretary Levin in bringing jobs to Delaware.  If our opponent has time to film a video retrospective of her life, we certainly hope that she can return our calls to schedule debates to talk about important issues to put Delawareans back to work.  You cannot build false momentum with old endorsements.  The people deserve better.”

In describing his proposals, Flowers said that “the Financial Warning System, for example, would bring together economic research and forecasting offices throughout the state to better assess changes in economic conditions. Improved reporting systems will give state agencies earlier notice to adjust spending patterns, and making this information available to the public will help families with their own budgeting. The Hometown Tax Credit encourages businesses to hire well-qualified graduates of Delaware high schools, colleges and universities — bringing more jobs to the state and encouraging young men and women who have been educated with our tax dollars to pursue their bright futures in their home state.”

The Blackbird Democratic Club covers Southern New Castle County surrounding the Blackbird area (Middletown, Delaware City, Townsend, Odessa and Smyrna).
